Safety principles
- Rules should be understandable to normal users, not only to moderators.
- Moderation actions should be scoped: community tools are for community-level problems, site tools are for site-wide risk.
- Reports and appeals should preserve enough context to review decisions fairly.
- Private or sensitive workflows still need server-side visibility rules and moderator review paths.
